Ref:- This office important circular No 116 dt – 10/08/2005.
Consequent upon issue of GOI, Min of Defence, letter No. 22(1)/01/US(WE)/D(Res) Dated 30.12.2002 as amended vide no even dated 01.04.2003, a new medicare scheme has been introduced making compulsory for all Ex Servicemen who are transferred to pension establishment on or after 01.04.2003. Those who are already in receipt of Pension/disability Pension/ Family Pension, they will also be covered under this scheme provided they opt for it and deposit the requisite Lump-sum amount for the purpose. Those who will join this scheme will not be entitled to Fixed Medical Allowance…

Accordingly it was decided that Fixed Medical Allowance be stopped as soon as details of pensioners opting of ECHS is received from Regional Centre of ECHS. In such cases a certificate was also required to be issued to ECHS Regional centre informing the centre regarding stoppage of Fixed Medical Allowance in respect of the pensioner by the PDAs.
It has however been intimated by the Central Organisation, ECHS, AG Branch, Army headquarters vide their letter No. B/49791/AG/ECHS/FMA dated 11/10/2010 that some ECHS members who are issued with certificate of the ECHS are still drawing FMA due to non stoppages of FMA by the PDAs.
In view of the above, it is requested to instruct all the paying branch/ paying offices/DPDO/Treasuries in your jurisdiction to review the case wherein once an intimation of stoppage of FMA has been issued by them (i.e. PDAs) to ECHS Regional Centre no payment on A/C of FMA is paid to the pensioner thereafter.
