Sub: Implementation of Govt. decision on the recommendations of the Sixth Central Pay Commission-Revision of pension of Pre-2006 Pensioners/Family Pensioners etc: Entry regarding revision of Pension/ Family pension in both halves of the Pension Payment Orders.
Para 4 of Govt. of India, Ministry of Personnel, Public Grievances & Pensions, Deptt. of Pension & Pensioners’ welfare letter No. F. No. 38/37/08-P & PW (A) dated 01.09.2008, circulated to all Pension Disbursing Authorities under this office circular No. 57 dated 17 Sep 2009, provides the methodology for revision of Pension/ Family pension of Pre-2006 Defence Civilion Pensioners/ Family Pensioners. Para 8 of above said Ministry letter further provides that a suitable entry regarding revised consolidated pension shall be recorded by the Pension Disbursing Authorities in both halves of the Pension Payment Order. A similar provisions are available in the Ministry of Defence letter No. 17(4)/2008(1)/D/(Pen/Policy) dated 11.11.2008 for Defence Pensioners/ Family Pensioners circulated to all Pension Disbursing Authorities under this office another circular No. 397 dated 18.11.2008.
According to Ministries above mention letters, Pension Disbursing Authorities are required to update the entitlement of pension and family pension as on 01.01.06 in r/o Pre-2006 Pensioners. However, this office is receiving representations from several Agencies/ Associations stating that Pension Disbursing Authorities are revising only Pension or Family pension as the case may be (in other words, where pension is being drawn by the pensioner, his pension only is being revised by the PDAs by leaving out revision of Family pension).
Pension Disbursing Authorities’ action to revise pension only in case where pension is being drawn without making entry at revised rate in both halves of the Pension Payment Orders (i.e. Pension and Family pension) is not only against the above said Ministries letters but will also give rise to possibility of payment of Family pension at incorrect rate at belated stage in the absence of such entry in the second half i.e. Family pension.
In view of the above, it is requested that all pension paying branches/ treasuries/ DPDOs/PAOs under your jurisdiction may be instructed to review all the Pension Payment Orders available with them to ensure that both halves of the Pension Payment Order (i.e. rate of pension as well as Family pension if jointly notified) have been revised. In case second halves of the Pension Payment Order i.e. rate of Family pension has not been revised, the same may be revised immediately to avoid incorrect payment on demise of pensioner. In cases where Pension/ Family pension is still required to be revised it is requested that both the Pension/ Family pension be revised/ updated simultaneously and suitable entry be made in the both the halves of the Pension Payment Orders.
